watery eyes?

I think one of our torts is sick. She is a red foot, approximately 5 years old. We just got her about a month ago, along with another red foot, also 5 years old. They have always been together. When they came to us, the smaller one, Donatella, had a wheeze. She still has it, so I am thinking she may have had an RI? I noticed today she has watery eyes. When they came to us, both the tortoises had clear eyes. Are watery eyes a symptom for anything?
Enclosure stats:
*80.6 degrees F on the basking side,79.9 degrees F on the cool side
*64% humidity on the basking side, 76% humidity on the cool side (has plexi covering the cool side to keep in humidity.
*Keep in mind these are night temps, when their lights are not on. In the day it is much warmer/more humid.
*We also have a heat rope with rheostat.
*They have cypress mulch substrate.
*We mist the enclosure a couple times a day.
*They get regular warm water soaks.
*They get rep-cal pebbles and greens (romaine, collards, turnip greens, etc.) every day, with a sprinkling of calcium. They also have a cuttle bone.
*Donatella does not have much of an appetite, and is not very active, except after her soaks. We have to keep putting her by her food and make sure she eats. Both of them are in their hide for most of the day and take some coaxing to come out. But our other tort Grimlock seems to eat just fine.
What can we do? We are worried for her. Thank you for any help you can give.

I would separate the two while the one recovers from what ever it does have. I would also make sure the temps are warmer for the sick one. Maybe keep the temp at 85 until better
Basking spot needs to be hotter 95-100 for both of them.
See what others say. If anything gets worse, I would suggest a vet visit.

Well the temp in the basking spot really is higher, the lights are just not on right now, and the sensor is not in the basking spot, just on the warm side of the enclosure. I will see what the temp is in the basking spot tomorrow. I will look into herp vets tomorrow.

These are Redfoots...they do not need such extreme temps.
90* with 80% humidity. Please becareful

Well, I went to take some pics of Donatella's watery eyes today, but they already looked better, much to my relief. I gave them a soak too, and she seems to be a little better. But I still think she isn't eating enough. Gonna keep a close eye on her.

Coil type bulb? If so may want to keep them off; I have the same uvb just a 13W bulb and I noticed my Russian tort having watery eyes, sure the warm soak helped but I don't think he's eating enough.

I keep reading to get the tube-like ones (fish tank type?)
