The flowers are on long stems way above the plant.

The flowers are in clusters.

The leaves are smooth edged at the top and have jagged edges close to the stem.

The two CDT ignore it but should I be pulling it out?

I am not very good with plant ID. Unless the they come with labels I am pretty useless.

It does look like a type of groundsel to me, but the type I've been thinking of as groundsel doesn't open up the flowers like that, but others seem to.

That's the tough thing with weeds, there's SOOO many varieties.

If the torts don't eat it, likely best to pull it IMO. It is probably highly invasive.

Just did a little digging, and another way to tell dandelion and cat's ear (edible yellow flower weeds) from groundsel looks to be the root. Groundsel doesn't appear to have the big tap root, just "normal" roots. It could be hawksbeard or hawksbit I suppose, which are edible, but I have no experience with them. They are on the invasive species lists for my state, and even if I were to find them would be "legally obligated" to pull them as opposed to let them grow for tort food.
