Whitish mark on head (pics)

Hello,

My two-year-old Hermann's tort has a flat silvery-white mark on his head as of a few days ago. Does anyone know what it could be? It doesn't seem to bother him at all, is it just some shedding?

Looks like dry skin maybe? Are you soaking regularly
