Probably not. As long as he still seems active and normal it should be fine. My friend would sit outside and have his tortoise soaking for hours. His tortoise also falls asleep in his water dish. I have box turtles and have had to wake up a few of mine who passed out in their water lol

Has his shell hardened up yet? Can you post a pic? Fully hardened shells will look like an adults while younger turtles will have a more leathery appearance. High humidity is important for growth so ensure it has that in its enclosure
