Okay so i took lots of the advice given to me from posting pics of my newly built turtle table last week. Thank you ALL for your attentive help! The enclosure had not only the obvious things wrong but my substrate needed a big moisture boost as well.

Its too cold for them and they wont get in it.

Okay so twice a day, I have a squirt bottle and I mist the entire enclosure. Its taxing lol. What can you use that is inexpensive and effective for misting an indoor enclosure? I saw a "mister" at petco, are those worth the money?
