shell rot

Hello! I'm hoping someone can help identify if this is shell rot or not on my little guy. I'm thinking the white spots are shell rot, is that correct? Is the grey part of his plastron normal, or is that an issue also? From what I've read so far, it seems like the best treatment is to make sure...
