African leopard egg laying

I have two female African leopard tortoises. They have been laying eggs for the past 2 months. Is this normal?
Yes. It is normal for living animals to reproduce.

When was the last time they had contact with a male? Are both of them laying? You have physically seen both of them dropping eggs?

They have never had contact with males and they are both laying

That is very unusual, but certainly possible. It's a good thing they are laying the eggs and not holding on to them. All you can do is keep them hydrated and make sure they have a place they feel is suitable to lay.

Did you raise them from hatchlings or buy as sub adults or adults?
Tortoises can hold sperm for some time. So although they have never been with a male while you have had them, they may have been with a male before you got them, if purchased at an older age.
