Would a Male be aggressive to a female living in the same area is it's just them 2? Are females aggressive to males or females Or is it just males that are aggressive towards other males? If you have a male and a female living together will one bully the other?

All tortoises are solitary.
Some species are more aggressive.
Some individuals of any species can be more or less aggressive.
While it is usually a Male that is the bully. It can also be females.
Some agression can result in horrible physical damage or death.
Even more subtle bullying....things like following each other around and sleeping together that might look like affection to us mammals....can lead to illness and death.
Two tortoises should never be forced to live together.

Tortoise should never live in pairs. Sexes don't matter. Groups can sometimes work, but not pairs. Males are usually the aggressive ones in the sulcata species, but I have seen aggressive females too.
