What exactly does a nuchal scute do? Is it only Aldebras that have them?

I think most torts have them except sulcatas, leopards and galapagos tortoises...i think.
Man they are just amazing! I really hope someday I am in a place where we can have a few of those guys roaming around the yard year round they are just so dang cool!
