Anyone's tortoise not eat out of bowl?

So his food dish is a simple shallow bowl, no issues with him physically getting to the food in there. He's like a goat in that he only wants eat things slightly above head height. Take something out of the yard, stick it in the substrate so it stands up and he'll maw down on it. Put it in his dish he won't touch it. Can anyone shed some light on this? Is this their instinctive way of not eating too much dirt or sand? ( No dirt or sand in his enclosure). He eats like a little piggy, just doesn't seem to want anything lower than than his own head height.

We'll try something flatter then. His dish is a hard plastic saucer for under plant pot, so it's pretty flat already. We always get the weird animals! He needs to eat his mazuri dangit!

Hey we also have a calcium supplement powder, which of coarse he can't get if he's not eating the tortoise food. Is this going to be a problem in the short term? He tries to scrape the cuttle bone with his beak but he's so tiny it doesn't seem like he's getting anything off of it.
