Hermann's tortoises belong to the Ferguson zone 3 (1.0 to 2.6 UVI) which can be achieved with a 12% UVB source.

They advice to mount the lamp at a height of 40 to 60 cm, but really you can't be 100% sure of the proper distance without a Solarmeter.

Arcadia ProT5 Desert 12%. The smallest wattage (length) e.g. 22" (24W) is usually sufficient. The optimal placement is over basking area. And make sure you can hang the lamp at 50-55cm above substrate. At lower height UVB output will be too strong and we'll need to figure out something.
