Baby greek tortoise found

Hello.
2 days ago i found a wandering hatchling tortoise on my terrace, i took it in and started researching about how to care for it when i found this community. After a lot of research i found out that it is a greek tortoise (i live in Lebanon) so it is its natural habitat. I tried to build the enclosure it needs and provide it with minimal surviving conditions at the least. However it is not eating nor drinking and i'm worried it might not survive. And i am afraid of letting it go since i have 2 adult labrador dogs and the neighborhood is full of cats and dogs.
Any suggestions?

A good start is to soak it in lukewarm water for at least 30 minutes a day.
Is the enclosure indoors or out? (Forgive me if you posted photos if it, they didn't load)

Hello @Jeric0 your baby tortoise need it warm, bright and humid in his enclosure to feel comfortable and for being active.
Can you tell us the temps and humidity in the enclosure ?
Your baby comes from the wild. Even with the right conditions it will need some time to settle in and start to eat.
