Baby sulcata suddenly lethargic

Hello,
I recently got a baby sulcata tortoise as a regime from someone that got it at a reptile expo. I’ve spend a lot of time on this forum going through advice on how to take the best care of it as he’s seemed off from the very beginning. Haven’t been able to get him to eat, so I’ve been doing the baby food soak and he seemed to be improving with much more movement and curiosity than he initially had. Today I was giving him another baby food soak and he put his whole head under the surface today when he hasn’t before. When I noticed I panicked and pulled him out. He wasn’t moving at first and was limp but then began to wiggle around a bit. Put him back under his heat lamp to monitor him and he started bobbing his head back occasionally. Now he is not moving at and as is limp again. Is there any chance of recovery for him or is he likely gone?
