Use a tall sided opaque tub. Make the water about a third to half way up the tortoises body. I would do this first thing in the morning before the tortoise is warmed up and active. Get and KEEP the water around 90 degrees. Use a thermometer to check this, don't go by "feel". If she poops, dump and refresh with clean warm water. 10-20 minutes is all you should need. If she is a baby, I'd do it every day or every other. For an adult once or twice a week should be fine in most cases. For a new tortoise I would start with every day for a week or two, to make sure she is hydrated, in case things were less than ideal in her previous home.
