I briefly placed a tiny RES (2 inches) with a big female RES (8 inches) in the same tank for a water change, I saw the big RES started following the tiny baby and fluttering its front claws at it. Is it a mating ritual or aggression?

Aggression. It is best to separate them.

Putting two turtles with such varying size together is really not recommended. Big one could eat the smaller one easily.
