Hey im just wondering what the best substrate is i am currently using this repti-bark thing from the pet store but my jenny has been sneezing so i think its irritating her or something so im going to get a new one. I've heard good things about cypress mulch is that what i should get?

You'll get A LOT of different answers but most prefer the following:
Cypress mulch
Coco Coir
Bed-a-Beast (?)
organic dirt/clean dirt
Orchard Mulch
Or a mix of any of the above.
I might be missing a few but for the most part you can try different ones and see which works best for you and your tortoise.
Make sure you are soaking your toroise and that you rule out any OTHER possibilites. Sneezing can be a sign from something else too.

I have the cypress mulch, I bought it at petsmart. It seems to hold moisture pretty well, I like it 
ok i tihnk ill go with cypress and i know soaking isn't a problem she loves to soak i don't even have to make her soak she will just lay in her water bowl she's a very hydrated tortoise lol but thats because its so hot down here in texas at the moment so she does that to cool down
