Bloated hind legs?

I was given some poor info on proper tortoise care and ended up raising it too dry and I am in the process of correcting it but I was told the hind legs look a little bloated and could be a cause of concern and to post here for some answers. Is this something that will likely go away with proper care or should I make a call to the vet? Thanks.

Is that all I can do and is this something that can be fixed or just a hard lesson to learn? Thank you for the response.

Re read the Forum's care sheet for this species and make changes accordingly. The pooches around his legs are fluid retention. Hopefully once you have him set up the way he should be things will return to normal healthwise
