Buying a leopard tortoise

Hi there, I am looking to buy a Leppard tortoise, did everyone's tortoise come with paper work and were they chipped if they were big enough or did you buy through private breeders?

We don't do the paperwork thing here in the states.

In the USA there is no paperwork for leopards and they dont come chipped.
