Yes, but you will need a thermostat to control it - just set desired temperature and leave it 24/7. Thermostat will turn on heater only when it is needed and turn off when temperature is high enough.

If you are running it through a thermostat and it is staying on 24/7, then your enclosure is too cool and you need a bigger CHE or multiple CHEs.
