How long should I leave the uvb light on if the reading is 4.5? Originally I was aiming for a 6.0 reading so I could keep it on for about 4 hours.

4 hours, the same. Usually it's around midday but watch your tortoise basking behaviour and adjust the schedule to make sure it gets UVB while basking.

I usually go 2-3 hours. 4 hours won't hurt anything. 6.0 would be pretty high, and the tortoise may avoid levels that high by hiding in the shade. This is a case where your tortoise's behavior will be your guide.
