You should be able to find full kits with both the fixture and the lamp plus brackets needed for installation.

Don't get any UVB bulb that screws into a regular socket-type light fixture. It needs to be the tube kind (don't put your fingers on the tube, the oils on your skin will make a spot that causes it not put out the rays correctly and to burn out faster).

Get some sleep and be refreshed and thinking well before you go to the reptile shop or you'll end up with stuff you don't need and spend too much in the process. If they don't have the exact right one as pictured in the care sheets, don't get any. Wait until you can find the right one. They last longer and put out a more consistent reading/amount.

I got the Arcadia lamp and bulb and the uvb light but the older version I believe called a t7 instead of t5 fits better on my table. I also go a new water bowl that she can get into and some live moss which I understand they like to burrow in

The T8 lamp needs to be hanged lower than the T5 lamp. Take a look at this for the recommended installation height:

Can you tell details about T8 lamp? Exact model (photo of the label on the lamp or packaging), what fixture do you use (with a reflector or not). What's the distance to from lamp to substrate?

Some T8 lamps don't provide enough UVB at distances greater than 8-10".

EEEK!!! Don't put moss in with her! It is an impaction hazard and could kill her.
Can you take it back and get a refund?

Also, the best dishes are terracotta clay plant saucers. They come in many sizes, are cheap enough to have a couple available, and better for the tortoise. When the torts are small they offer good traction so that little guys aren't stuck in the dish like they are in the plastic ones found at pet stores. Terracotta isn't as easy to flip over in. Plus they help keep the tort's nails worn down enough that you don't need to trim them.

No moss, do try to read through those links carefully, all the information is included on what to avoiddo you have photos of the uvb you got?
