Dry skin

My russian tortoise seems to have dry skin behind his eyes. It's kind of white, not peeling yet, and feels dry. Would petroleum jelly help if I put it on his skin?

I wouldn't. What's the humidity? How often do you soak? What's his temps?
Soakings and a proper humidity should help. Check out the Russian caresheet.

Can we see pictures of both the skin and the enclosure ?

Tortoises shed skin in very untidy patches. This requires no moisturising and is entirely normal. The old dead skin just rubs off.

However it can be a sign that the tortoise is being kept in too dry an environment.
