If you have a place to put the tray where water seeping out the holes isn't a problem, then, yes, holes would be beneficial. The seeds grow better with good drainage.

Seeds will also sprout in areas of your enclosure that aren't frequently disturbed. Stir a few seeds into you substrate and see what happens. Cypress mulch is fine.
what do you usually grow?
I started out planting the seeds my doves threw out. Wild bird seed includes milo, millet, wheat, sunflower, and at one time or another my doves throw them all out. The milo, millet and wheat all come up as tender grass and the torts love it. The sunflower sprouts are a special treat! Try them yourself, they are tasty!

Yes, I think, depending on the size of your torts, you can use any shallow plastic container (sandwich size, etc.). I thought about having one permanent container stay there to 'hold' the spot. When the plants are gone, it is just dirt to play in. Once you have another adequately sprouted container, replace it to be decimated again.

So I ordered grass free seeds from:

I have seeded several areas of my outdoor enclosure, and thought about the above plan for the inside one as a treat.

also try www.Carolinapetsupply.com they have a grazing tortoise seed mix and a russian tortoise seed mix. i bought the Russian mix because they were out of the Grazing mix. i think it was $15 (us) i planted it in a garden box about a week ago and had sprouts big enough for the torts to munch on within 5days... and they chow down!
