Enclosure for RT hatchling

What size indoor enclosure is reasonable for a 3 month old RT hatchling. Even though the tort is small did I need a certain size to permit multiple climate areas? Along that note: what are the basking, warm and cool temps for tort this age and size? Also, what's best substrate for hatchling (any different recs than for adult)?
