Hi boris is a year and a half now the enclosure we got with him is 3 ft x 1.5 ft vivarium which they said would do him for 4 yrs plus , but we have noticed that when he is active he paces back and forth across the glass front and tries to climb up the back and side walls. My question is , is he to young to put into a full table top set up. We do let him out quite often but it does not stop the pacing when he is active. He is a horsefield breed.

Bigger is always better. If you have the space, I recommend an 8 x 4 foot indoor enclosure. Although outdoors is always better than indoors

That size is barely big enough for a hatchling. Go as big as possible and work on an outdoor enclosure for the day time at least. If the sides are glass, cover them so,the tort can not see out. Both the glass and the too small of size will make him pace.

Go as large as possible and keep in mind a ramp to a second story will provide good exercise.
