At 3 years old, they should be ready for an adult set up, if indoors this will need to be a space maintaining high humidity and stable temperatures in the 82-84f range, no need for basking with these guys.

4x4 is much to small for an adult red foot I’m afraid, it also can’t be an open topped box, they need closed chambers indoors. They have very high humidity requirements for life.
I would consider a species better suited to your climate, it’s incredibly difficult keeping adult red foots indoors long term, speaking from experience
Also any store plants bought for a tortoise needs to be planted in your own soil and quarantined, no knowing what fertiliser or pesticides have been used
The best advice was try to find a more suitable species. But, a 4x4 enclosure is not suitable for any adult tortoise, hatchlings only for a couple years.
Presumed he wanted to look for a hatchling of another species, but yes an adult will need bigger no matter what species
