Have a TTBT and only one of his eyes would not open, so I soaked him, and he got them both opened, but he rubbed them. They were not swollen or anything, but it looked like a white layer was keeping them from opening, what do I do??

Not to sure, you can try repti eye drops from petsmart (works really well with things like this) but i suggest if you can find any answers on here that you should go to a vet.

You can put a little terramycin on his eyes and keep soaking him. Give it a few days and see if he gets better. Check your humidity as well ...
