Fibre Cycle paper bedding

Is it just shredded paper? If so I would not recommend it as a substrate,

In the olden days, we used dry substrates similar to what you are asking about, and including alfalfa or rabbit pellets.

Now-a-days, we are learning that we need to use substrate that can be moistened. A more humid environment, yes, even for desert-type tortoises, is a healthier environment for our tortoises...especially the babies.

moisture/humidity = smooth growth
dry = a bumpy tortoise.
