Ok so everyone has said my indoor enclosure is small for a baby Russian tort (32.6inx20.3inx8.3in) so I will probably use it temporarily for maybe 6 months. Will a new indoor enclosure of (4ftx2ftx1.5ft) be "great" lol or big enough for a full grown Russian tortoise? Or should I make it (3.5ftx3ftx1.5ft) ;)

For an adult Russian who in the wild covers a lot of territory, a 3 or better 4 by 6 better 8 would be the smallest. With an outside enclosure for warm weather, and the indoor enclosure for only part of the year, then you could go a little smaller inside. If you can't go bigger then what you listed, how about doing two levels?
