Guess my adopted Russian's age!

The original owners said he is four, but on Russian Tortoise Owners Facebook group people said 15+ and on Reddit tortoise they said mid twenties (both unsolicited, but people felt the need to let me know they think he is not 4). I'm not in contact with the former owners, so maybe they bought him at a pet store 4 years ago?

Your theory sounds good to me... The previous owner buying him "4" years ago and being told he was a baby at the time is very likely.
However, it's even more likely that he was a wild caught adult and is only 4 years older than he was. So, 20, 10, 17, 30?.... LOL anything but 4.

Their age comments may have been unsolicited but I'm sure it was with the intention of helping.
