Healthy shell?

Is this a healthy shell? I bought this little guy about a year ago and he acts healthy, eats great and behaves like my other Russian, but his shell is getting increasingly weird looking. It’s not peeling but it looks like it is. My torts live in identical separate enclosures and the other one is fine but she’s much older. He is allegedly 4. How often do they get a soak?
Does the enclosure have any humidity? Humid Hide?

Hi shell looks really dry. Enclosure needs humidity and soaks ideally should be 3 times a week and definatly more frequent that what your doing. Soaks should be shallow warm water 33C in a high sided container they can not walk out if and for 40 mins. I have 2 washing up bowls and move to a fresh prepare warm water mid way. They will also poo and wee in the water so change is required. Long regular soaks will help with hydration. I also use coconut oil on the shell along the new growth to moisturise but that can follow once you start seeing more hydration and new growth.
