Healthy shell?

Hi my tortoise has started to get a weird pattern on his shell and a white line between plates which hurt him if touched does anyone know what this is and should I be worried?

Looks like new growth lines to me

Those little white squiggly lines are nothing to worry about. It's just his health showing through. And as far as him being sensitive on the new growth areas, yes, it is tender until it hardens and ages.
