Help! (poor appetite)

One of my Spur-thighs is hardly eating and seems to not really be himself, when i first got him and 'his brother' from the shelter (about 8 months ago) he was a very fussy eater but after a week or two that fussiness seemed to go.
I'm not sure if its linked to that or maybe that they haven't hibernated this year etc. but my other tortoise hasn't lost his appetite,
ANY HELP IS WELCOME :)

Are they being house together? If so seperate them. There could be bullying gong on and the one is bullying the other and won't let hm eat. The one getting bullied will get very sick or die. Tortoises do not do good in pairs and should be house alone unless you have a heard of them, the sex ratio is correct and they have a very very large enclosure.
Also, what are the temps? Enclosure size, etc?
