Yes, this is the correct UVB kit.

Of course, later you can just get the replacement tube, not the whole kit. And if you upgrade to larger (taller) enclosure you can put a Desert lamp in the same fixture. With a runtime of 4 hours a day, this lamp should last 2-3 years.

For the hide would this be a good size? Or should I start a little smaller for a hatchling?
Yes, this one is oversized. Another thing is that tortoises climb over these half-logs and often flips on their backs.

You can just get a small plastic tub and cut a hole on one side, or bury an angled rain gutter (similar to this one: https://www.drainagecentral.co.uk/G...Brett_Martin_BR078Black_Drainage_Central1.jpg) and cover it with substrate.

I see on the list for lighting it had a incandescent basking light, is that needed as well? Or for a red footed am I all set with 2 ceramic emitters, the led tube, and the luminize pro t5 kit?
For young redfoots basking lamp is optional. They don't bask that much. Also, they are prone to pyramiding and a basking lamp can contribute to it.

For an older (2-3 lbs) tortoise, basking lamp can be beneficial (e.g. to help warm up quickly after outdoors stroll) as pyramiding is of less concern.

22" (24W) lamp is totally fine for that enclosure size. Arcadia ProT5 kits are easier to install on the ceiling than ZooMed Terrarium Hoods.

For the 21" tall enclosure I would go with an Arcadia Forest 6% kit. Power cords supplied with these kits have an on/off switch, so you can turn the lamp on and off without opening the enclosure. A bit more expensive Arcadia LumenIZE kits can be programmed and controlled from a smarthphone app. Standard timing is 4 hours around midday but should be adjusted to your tortoise habits.
I bought the Arcadia LumenIZE and had the guy that made my enclosure install it. But now I am trying to figure out these settings 🤔. Do you know how I should and can program this correctly. This is the product and how the phone screen for the app looks. Thank you!!

I bought the Arcadia LumenIZE and had the guy that made my enclosure install it. But now I am trying to figure out these settings 🤔. Do you know how I should and can program this correctly. This is the product and how the phone screen for the app looks. Thank you!!
You may set 100% brightness from 10AM to 2PM. And 30 minutes "ramp-up" (0 to 100%) and "ramp-down" (100% to 0%) periods outside this time.

So, you need need to set these time slots:
1. 9:30AM - 0%
2. 10:00AM - 100%
3. 2:00PM - 100%
4. 2.30PM - 0%

Should be noted, that you need to adjust timings to your tortoise's schedule and habits.
