I'm not sure if my tortoise is still alive, what should I do?

Can you take a photo of your Hermann? Can you describe little more of his condition? What happened?
Yes, please list symptoms, include a photograph of tortoise and include enclosure.

But general "emergency tortoise first aid" is
1) warm water soaks, 30 minutes.
2) increase heat and humidity by ~10 (10° and 10% is a good start)
3) baby food soak once or twice a daily over water soaks if possible.
Mix 1 jar babyfood:1 cup pedialyte:1cup water. Check often and keep temp up, it will drink the mixture and a sort nutrients thru cloaca.
