can anyone tell me how you assess whether a Russian tortoise is of a safe weight to hibernate?

I just go by the "seat-of-the-pants" way. If I pick the tortoise up and it feels like a rock, or a shell full of water, then he's heavy enough. If I pick up a shell full of air, then he's not. Also, you can sometimes tell by the front legs. If the upper part of the leg looks thin to you, he's probably not heavy enough. How long have you had your Russian, and has he been eating well?

If they feel like little rocks it is usually safe to hibernate, of course some people don't hibernate because they feel it is dangerous. If they feel like just the "shell" then they are prob sick and should not be hibernated. 2 of my russians will be hibernating this year, the third one is sick and will not be hibernating this year.
