Hibernation age

what age should a tortoise hibernate? also if they're in a heated vivarium do they still have to? I've been told my tortoise is to young at the moment but Id like to be prepared and know exactly what I'm supposed to do when the time comes. this winter she has stayed in her vivarium but I'm not sure if I should have let her. Any suggestions?

I generally keep my tortoises up for the first two winters, then allow them to hibernate after that.
