HOT Problem

I have a 10 month old sulcata tortoise and I’ve been noticing that it just likes to spend all it’s time under its basking spot and no other place , I have hides provided but doesn’t bother to go in them. He may roam around a bit but I always see him under that light.I was wondering if it is because his enclosure is not warm enough or something may be wrong with him. He does come out to eat and gets daily soaks. IMG_5399.jpg

So, the main question is are you relying on the pictured thermometer for temperatures? They are not accurate enough.

Get yourself a temperature gun type thermometer like this one to measure the temperature directly under the basking lamp and the warm and cool side accurately. It is almost certainly colder than you think

Sounds to me as if your enclosure isn't warm enough. Maybe add another heat source further away from the light so you can get the whole enclosure heated up.
