The right thing to do is out in the good ole sun shine . People do keep them inside but I don't think is a good thing . So can you do it sure you can . As long as you have a big space for it . These guys get big . They need to graze and bask in the sun . It will not be cheap but it can be doable .
So I'm in the States, the Pacific Northwest, and we have a maritime climate here as well. More overcast, gloomy days per year than sunny ones. We do though, get a week or so in the 90°f range as well as probably 4-6 weeks of 80°f weather. I've got 3 largish 35-50 lb. sulcata that live outdoors year round. This is possible with a heated shed they can come and go in during the daylight hours, but are locked up in at night. The heated shed has a thermostat that turns on at 80°f and turns off at 85°f.
An adult, or even just a large one, will need lots of space in a home, and a very high heating bill.
