Do it on the amount of water in the tank, not the amount the tank holds. Most heaters tell you on them how much water they heat. However, I don't think you'll need a heater. The heat light normally takes care of that, too - especially in such a small tank. Doesn't take much to heat 15 gallons of water.

I wish i could help, i recently got a heater for my 10 gallon but i threw away the papers and box it was in and it doesnt show the watts on the heater itself so i cant help you, sorry :(
What kind of turtle do u have?

I would NOT go that high for a 20 gallon tank (that probably has less than 20 gallons in it)

3 watts per gallon is the normal rule of thumb. 50-60W will be plenty.
