They should want to eat on their own if they are being housed correctly and have the right temperatures. Can you give us a complete rundown of how you are housing and heating them?

The most common cause of a tortoise not eating is because it isn't warm enough. Second most common cause is its a new tortoise and it takes time to acclimate.

I second this and what Tom said as well. To add to it also make sure its getting UV daily or it will cause them to become less active as well.
