His nose is like... leaking? the fluid is clear, he's been snoring, and it sounds like he's sneezing. I just got his yesterday from a couple that was using REALLY dry cedar mulch as substrate, could this be why?
Is mulch even ok to use as subtrate?
I've been using Zoo-med Reptibark for my little russian.

Depends on what kind of mulch. How old is the sully and what temps are you keeping him in? It could be nothing, it could be an RI starting. I would keep him at 85 degrees and no lower for a few days to a week or so unless it clears up before then. If it gets worse at all, I would get him to a vet.

They don't get "colds" like we do. They get respiratory infections from being kept in incorrect conditions and it can be fatal if not corrected quickly. Increase his heat right away. Keep him in summertime temps round the clock for at least a couple of weeks after the symptoms stop. Night temps are especially critical. For a healthy one, I suggest no lower than 80. For a sick one 85-90.

Cedar emits toxic fumes. That's why it keeps the bugs away. Get him out of there right now.

Here is a care sheet for how to set them up. It includes proper temps and substrates, but go a bit warmer than this since you are already having a problem:

This one might help too: http://www.tortoiseforum.org/thread-45180.html

And a diet sheet since you might not have gotten good info there either:

He's out of the cedar and we're filling his sleeping house with a mix of reptibark, and coconut fiber. He's allowed to wonder the room, but he's been basking for the most part. he's eating a lot. We soaked him today because he's wicked dirty from the mulch.

He should be soaked everyday, and he should not be roaming the room.

Please read those linked threads.

Stress causes a tortoise's nose to run. Moving house is stressful. The tortoise needs to be set up in a territory he can call his own, and left in there for him to get used to the new territory.
