Import a tortoise from the USA?

One day, I want to have another tortoise (a russian or another Hermann) but I want to buy it from a breeder on this site and not from a pet shop. I heard it is illegal to import reptiles in Canada, does anyone know if it is true, could it be possible to import a tortoise in Canada from the US?

its hard to import animals, a lot of legal papers need to be acquired and most people do not want to go through that.

There are breeders in Canada though, you would have to find them, but there are a few.
