Has anyone used Dimilin Powder to control parasites. It is said to be safe for fish but I am not sure about turtles. I would like to treat my pond with this to kill leeches.

I have no experience with Dimilin Powder. However, I don't see how that would be effective on leeches Dimilin is a chitin synthesis inhibitor. So useful on parasites with exoskeletons. Leeches do not have exoskeletons.
I would use a leech trap and no need for chemical treatment. Look up leech traps on the internet.
A leech trap does nothing for eggs, only adults. These are not "big" leeches, so trap effectiveness is minimal.
