Is this a good enclosure for my adult leopard tort?

We are getting an senior leopard tortoise and need advice on our yard space. My sister and I have already read the articles on tortoise enclosures on this forum. Even though we are still wavering back and forth between where to put the tortoise, we need some advice.

also, we could use some advice on where to get a tortoise in southern California. We have looked in some places, but still could use all the advice we can get.

My outdoor leopards live in a regular yard. The SA leopards live here:

An adult leopard does need a fairly descent size yard with a heated night box or shed for those colder times.

Would it be okay to let it roam free around are yard? We do not have a pool (i have heard many stories of tortoise drowning), but we have a dog. He is very mellow. Also are yard is fully fenced in, so he could not escape. We were going to give it a tortoise house, so he can go there in the daytime if he wants shade. At night we are going to put him in there to sleep, with the door shut so rats can not get in. We will have a heat lamp in there because it can get to cold for a leopard tortoise at night in the winter time. All things considered, is it a good idea?
