Based on what I see in the pic, it looks small, and the side walls look to be pretty short. good avenue for escape. a pic of the entire enclosure would be better.

Can't really see the whole thing! Unless that's it, then it is too small for your tort. Russians need a lot of walking room.

I'd agree with all other members, and add that it looks like a very boring enclosure. Green plants? Grass, a log to poke about. Looks a bit like a concrete canyon. Spice it up a bit, make your tort want to explore.
