Normally I would wake up and my torts enclosure would be at around 70-75 degrees F eventually rising higher into the day, now I've noticed it's about 65-69 degrees F when I wake up. Should I add a CHE on a thermostat or is that an okay temperature?

Yes, that's a bit too cold for daytime temps. What's the temp under the basking spot?

Well it's not really the daytime temps, it's more of overnight into the early morning. When his light comes on at like 9:30 it's gets to around 95 at his basking spot and 75 at the cool end.

The daytime temps are great :D but that's a little chilly in the nighttime :(
A CHE could heat it up nice, and is more recommended, because reptiles can see inferred...

What kind of tortoise? For many we don't get concerned about night time temps at 60 or above.
