Can I get a regular heat light not for reptiles instead of one for reptiles? Is there a difference?

I am using a standard 100W household spot lamp bulb for basking for Joe... Simply because I had some in the cupboard after we went low energy in the kitchen.

I have a separate reptiglow 5.0 tube for UVB

I like the regular hardware store flood bulbs for heat. Because of the flood design directing the light and heat downward, you can use much lower wattage and save money on electricity. My tortoises get sunshine year round so I don't usually bother with any type of UV lighting.

That's right. If your tort will be outside a good part of the year, you can use a regular 100w or 150w bulb for the part of the year he is inside.
