Redfootcare. I forgot your location, but if there is a Hispanic population near you, Hispanic grocery stores sell cactus pads all the time.
Get some and stick them in a flower pot with some soil. They grow easily.

They are not spineless but if you peel them when you feed your tortoises they are totally fine! I feed these to my tortoises all the time. I also have a small spineless prickly pear but even those have spines they are a lot more smaller and hurt!

As ZEROPILOT mentioned above, you can get these at a Spanish, Mexican grocery market if you don't want to grow them. You can get these by each pad, or already chopped in a bag. They are quite inexpensive.
