I know about the species.egyption is a very rare species and very expensive. Not sure if you can find anyone who wants to give the tortoise for adoption even with a low rehoming fee

And I understand that but the fact that she said she would do it. The reason i couldnt get them yet was because i was getting their cages buily and im waiting on the person building them. She agreed, we talked, she sent me videos, and etc.If no official documents or signed and or monies have exchanged hands I don't think that's a breech of anything. Maybe she found a better offer that suited her current situation more and went with it. That's usually how it is in business. First come, first serve. Especially when it comes to hatchlings and other specimens that are often priced by a specified time-frames and or categories which can trend downwards depending on how many days or months have passed.

And I too understand what you must be going through. Small family operation breeders have only so much eggs hatch at a given time unlike the mega and usually disreputable breeders/dealers you find on other websites where they'll do just about anything to find cheap tortoises in order to turn them around for a quick profit. Small operation breeders don't have the margins to compete so whatever business they get they need to constantly put back into their operation. So it's understandable how a small operation would likely sell to someone that'll be able to pay the full listed price instantly over someone that wishes to use a payment plan instead. They probably feel bad but it's also in their best interest and their operations to do so. I suggest trying again to see whether they're able to accommodate you if specimen quality is important to you.
The good thing is that the tables you're having built will eventually be used. You can now take your time to have them built and able to re-research more stuff about the particular tortoise breeds you're after. Maybe read more guides from this forum in case you weren't already doing so. Maybe you wanna double check what type of heating and lighting fixtures you'll need that are safe and not harmful to said the tortoise breed you're after.

I was selling some pipe fencing panels. The price I put up for them was pretty reasonable. I received a phone call and the folks were planning to come get the panels in about an hour. No money received yet; no contract signed; just a verbal agreement over the phone. In the meantime, someone else called and offered me more money. At first I agreed, but then I realized I had already made a commitment to the first telephone caller, so I told the second people no, they were sold.
It's not illegal to sell something out from under the first responder, however, it's a moral issue.
The point I was making was I accepted the first person's offer. Any subsequent offers should have been told, "sorry, it's sold"
